In the UK most TV sets will handle any of the three ratios, and on a standard 4:3 set will display a 16:9 picture at 14:9 format. The mechanism by which it does this I don't know, but I assume on a CRT system it adjusts the scan size and overscans for width, and doesn't scan the black bars at top and bottom, but that is only my assumption.
