Have been testing the Dip Trace package http://www.diptrace.com/

The free version has the following limitations

All programs and all libraries. 
Freeware edition does not support export to DXF, Gerber and N/C Drill,
maximum number of pins - 250.

The upgrade path is cheaper than eagle.
