I'd use a 10MHz crystal or resonator and the internal PLL clock
multiplier. Or, if this chip has it (I don't have that datasheet handy),
use the internal fast RC oscillator. 40MHz is kinda rough on a crystal
oscillator. The amplifier in the PIC oscillator probably has no gain at
40MHz.
