Yes, UPS has absurdly high customs charges, and long processing delays. Our University puts 'do no ship UPS' as a condition of sale on all P.O.s to the USA. I was pleasantly surprised to get a bill from DHL for some stuff they cleared, and their service charge was all of $7.00. Canadian post office charges $5.00 to clear.
