Many (if not most or all) applications do that. Try opening a "Shortcut" type file with eg. Notepad, Notepad++ or SourceEdit, and all will open the file that the shortcut is pointing to. Even the right-click menu has all the items that belong to the target file type, independently of the file extension of the shortcut itself.
