Most ATX power supplies you buy today on the cheap end do not have any PFC type front end, at least in Canada. In the computer industry margins are always razor thin. $1/supply doesn't seem like very much, but in the world of PC power supplies it is. I believe Europe is legislating PFC for switching power supplies, I don't know the details.
