I made an inverter to run a fluorescent tube off 12V once. I used a ringing 
choke inverter with a single transistor and winding feedback. The voltage 
from the OC secondary is high enough to start the gas discharge, then the 
inductance of the secondary limits the current flow. The one I built didn't 
have any calculations done to check these, with the result that the tube 
eventually goes black at the ends around the electrodes, so I suspect it is 
probably being somewhat overdriven.
