Sounds like that would be mechanical momentum (if that's the word...) You have to overcome the inertia of the rotational movement when you want to stop a motor. When holding while the motor is rotating at speed, the rotor inertia works against you, while at the moment it tries to start moving, it works in favor of you (you being the one trying to stop the motor).
