Well, actually they dont need to be the same logic levels; they just need to be able to go above and below each other's switching thresholds. Also, current limiting will be required so the higher voltage one does not clobber the lower voltage device. For moderate speeds this can be simply handled by a series resistor of 1 to 3 KOhms or so.
