That sounds about right for unloaded.  If the signal is still too strong
after loading by the tape player input, increase R1, R2, and R3 a bit to
compensate.

Actually I don't remember now if "line" audio nominal is supposed to be 1V
peak-peak, RMS, or +-.  Chances are the tape player can deal with a wider
range of levels anyway.
