Based on how much time it takes to route a 6x8 board compared to a 1.5x3, I would guess that with eagle routing_time = board_area / grid_size. If a trace is 100 mils long, and the grid is set at 5 mil, it would take Eagle 20 steps to route. ELECTRA takes a different approach, where it allows the traces to cross, and then gradually tries to resolve the conflicts. That's a much better approach, in my opinion.
