Eagle is not in the same league as the others. Personally I prefer SPECCTRA but it has a higher learning curve. However none of the three require much interaction to get good results, it's only when you want to push it that you need to do much study. Altium as a package is the most integrated (like Eagle) of the bunch, but I don't like it. Some of the bugs that were in Protel in 1996 are still there. But SPECCTRA autorouter by itself will cost as much as the full Altium package, and PADS is expensive too.
