I hope I am not repeating something already said.  I think the best way is 
to get a small inexpensive development system. I am just starting out with 
Xilinx also and that is what I have done.  There are different systems 
depending on the number of gates.  I am starting out with a small number of 
gates.  But my goal is to eventually pull in a controller, memory and PIA, 
discrete switching, etc. for specific applications.
