You can do this using PDFcreator. Use the "Wait - Collect" button instead of the Save button. Select all the pages in the print monitor that automatically opens. Use the commands in the Document menu to arrange the page order. Use the Combine command to merge the pages. Finally use the Print command to create the PDF.
