Anyway I guess it's safe NOT to do so... think about it, you have the 'current' chip programmed with MCLR disabled - it means the chip will start runnning once it got enough level of Vdd... or MCLR is enabled but for some reason you have made the header to output HIGH (or you have pulled MCLR of the 'current' 675 to Vdd, so it will start running once the Vdd level is enough) on the same pin...
