If the quoted part was not relevant, it could have easily been deleted. If it was relevant, it could have been made more accessible. It is customary to start message footers with a line that contains only two dashes "--" (see the 3-liner the piclist mailbot adds to each message). Many mail readers allow special treatment for these footers (like not quoting them in replies).
