I read this story recently and I'm pretty certain that the author is Vernor Vinge. It is a short story from "The Collected Stories of Vernor Vinge". My copy of the book in on loan, so I can't verify my memory, and Amazon doesn't list the (complete) table of contents for the book, so I can't tell you the title of the story. Maybe someone else on the list has this book?
