Actually it will flash fast enough to look solid but dimly on. If it's completely solid on (full brightness), then something else is wrong. You can check that it is actually flashing by scanning your eyes accross the LED or moving the board. Either it wasn't connected to COM1, or there is something wrong with the UART interface.
