Many alternate PDF readers will (sometimes selectably) ignore DRM. As 
for removing it from an existing document, as mentioned, Print-to-PDF 
software will probably work (Look for PDFWriter), as will converting the 
document through some format that does not support DRM (I once stripped 
DRM from a PDF by simply converting it to postscript and back to PDF 
under linux. Reduced the file size too!)
