Cadsoft has a download area at www.cadsoftusa.com (and on their German site). Manufacturer's aren't generally going to be supplying Eagle libraries and likely any other library you pick up will need editing anyway to meet you or your company's CAD style for constancy. Type HELP DISPLAY for help on displaying layers. Also, google for Eagle Tutorials. Those will answer most basic questions.
