I thought it was pretty standard to have two drill phases in PCB
fabrication, one before plating and one after plating.  The former
end up plated and the latter not (duh!)  Cheaper fab houses will
only do the one phase before plating; if there's no copper around
the hole it MIGHT get etched out again.
