Am I right? ;-) No. Just because the species is intelligent on average, that doesn't mean that each individual is intelligent, and even if it is an intelligent individual, it is not guaranteed that this resource is being used for government activities, and even if it is being used, it is not guaranteed that it is being used for furthering common goals.
