OK, first thing - when sending messages to the PICLIST, you need to remember 
the subject tag - that's the "[EE]:", "[OT]:", or "[PIC]:" text at the 
beginning of the subject line. If you don't tag your messages, most 
subscribers won't see them.

Yes, the PIC16F648 needs programming with the Easyprog firmware otherwise the 
Easyprog is no more useful than a paperweight.

What you need is another programmer to program the PIC16F648 in the Easyprog. 
You could build a 'JDM' programmer (see http://jdm.homepage.dk/), use that and 
IC-PROG (search Google for that) to program the F648 with the Easyprog 
firmware, then put the F648 in your Easyprog.

Alternatively, you could tell us roughly where you are (city/country) and 
someone here might be able to program your chip with their programmer, and 
send it back to you.
