There are many factors to consider Source voltage and current Terminal voltage and current Drop-out Quiescent current Size Cost The question is probably best answered by having an actual application For example - Battery-powered (eg AAA or coin cell). 78L05 probably not a good choice because of Iq and drop-out. An LP29xx would be better. More sophisticated regulators also have shut-downs If you've power to spare, a switcher perhaps.
