Rather than "fees for exceptions" I'd call that "charge for resource use". Most resource usage gets charged only by what it costs to make the resources available (plus profit). The resource users don't pay at all (to the community) for the fact that they are actually reducing common assets. This is treated as if these common assets were infinite -- which we long know they aren't.
