TCO of a car, considering a certain mileage per month, probably hasn't increased thirty times compared to salaries. So the rising petrol cost has been at least partly offset (if not completely) by falling other costs. This is not about petrol cost, this is about the cost of driving. (And, in a way, about the hidden subventions of individual car traffic.)
