What kind of BS is that? It's the kind of BS that results from the individual national postal services not having a decent tracking interface to each other. Many, probably most, postal services have most of what would be needed internally, but they don't interface well their internal "features" with other countries' postal services. Put customs in the middle, with their general attitude of "we are not answering to anybody", and all bets are open.
