Sometimes they do, sometimes not. Depends on where you buy it, and how long
ago.
BSU's event truck got surprised that way.. Had an exhaust heater, but when
they went to start it up one morning in michigan.. OOpsie.  Exhaust heater
don't work when the engine's not running.
