There's one big difference between engineers (electronic engineers at least) and doctors and lawyers: engineers' knowledge is mostly international. Doctors and lawyers are professions that are heavily "nationalized". This makes it a natural move of bigger, multi-national companies to put R&D facilities where they find good and cheap engineers.
