Big companies like IBM and Microsoft may still be able to afford big research spendings, smaller companies (especially those which go public) certainly scaled down their funding to the EE research programs. However I think they are still doing a lot of research inside the companies. R&D is still the strength of the more developed countries like USA and Germany. That is why I think this century is still the century for USA and not China/India since lots of the best scientists and engineers are still in USA, even lots of the best ones from China and India are working inside USA. And I think there should be no worry for the steady drop of the number of engineering graduate students in US since most likely the Market will regulate this situations. Who knows one day an engineer can command a similar salary as a medical doctor and a lawyer if the demand exceeds supply by a significant amount.
