It's more like "Riding the wave of infrastructure and cheapness." Nuclear never got to cost breakeven because of regulation. Overbearing regulation has continued because of a combination of fear and Three Mile Island, which fueled it. Two reports I remember reading includes the fact that there hasn't been new nuclear construction in the US in over 20 years and that France has over 80 percent of the electricity generation via nuclear. The average person just wants cheap energy without having to build an entirely new infrastructure to get it. Solar and nuclear will only become options when oil is too expensive to maintain.
