Your mentioning dumpster-diving implies the trash stream. In California, pretty much anything with a circuit board has to be treated as "electronic hazardous waste". It may not be (legally) thrown away as trash. There are special days and procedures that must be used. And, assuming you try to pick up a dead TV at such a hazardous waste disposal site (or a common trash dump), you'll find scavanging is also illegal.
