The LM723 is a *very* old universal voltage regulator "building 
block". It is to regulators what the 555 is to timers, but better :-). 
While the 723 can be used in bare form it is usually surrounded by 
"GLUE' passive parts and if required other active parts to improve 
it's capacities.
