You are running ancient firmware and probably the software from the same
era.  The latest firmware is PRG 18.  PRG 12 is from July 2005.

Yes, it is, but not by all old versions.  Go to
http://www.embedinc.com/picprg/sw.htm and download and install the latest
software.  Then follow the directions in the EasyProg user's guide
(easyprog.txt in the DOC directory) to update the firmware in the
programmer.
