Frankly, I'd simply run another length of CAT5, dig a shallow trench to hide it if you'd like. Unfortunately I'm not surprised by comcast. The local cable company in my area (Rogers) once did something similar to a friend of mine. For the longest time the cable company has tried to convince people they MUST pay for each and every outlet in the home, whether it's used or not. Nobody pays though, and there's nothing the cable company can do about it. A Rogers technician came over to my friends house to install a cable modem. He went downstairs, found the end that went to the home office, and proceeded to cut the end off every other run of cable... My friend was NOT impressed.
