Unless you are using a special low capacitance scope probe, you won't be able to monitor OSC1. The impedance of the probe is enough to stop the oscillator from running. OSC2 is the output from the internal inverter and has enough drive to overcome the probe impedance, although the frequency will be shifted due to the probe.
