A lot of Kook sites can be immediately eliminated by including "facts" that the reader knows to be questionable or flat-out untrue. But without doing a lot of difficult research (is this person really a Dr/PhD/whatever, were they ever actually employed at the place they say - stuff covered by privacy regulations that is hard to prove even before one gets into the technical claims), there ought to be some standard of plausibility other than "not obviously ridiculous." As an example, consider Robert Kiyosaki, author of "Rich Dad, Poor Dad", a self-made millionaire who now goes around writing books and doing seminars trying to educate the masses how they too can become rich in real estate and other "wheeling and dealing."
