If you're doing "normal" devel no, since "normal" devel never needs a bulk erase. I've worked with the 18LF2320 at 3.3V with the ICD2 with zero problems. If you enable code protection OTOH you have to do a bulk erase, and for that you'll need to be up near 5V.
