I don't have any problem believing that the gain from tracking is substantial during the "early morning" or "late afternoon" phases of things. But I think the claims is that for the whole day the difference is smaller because most of the energy is going to show up in that 9am-3pm timeframe where tracking is less critical. If his batteries are topped off by 0930, I think he could have gotten by with smaller panels (or he needs a bigger battery.)
