Maybe you can try a new PIC18LF6722 or a new board and it might work again. I suspect that at 3.3V many LF chips can be bulk-erased even though it can get worse after some operations. This is not a good solution, I know. The design should upfront take care of ICSP and debugging (to have a isolated 5V supply for ICSP programming and debugging). Maybe it is a good idea to avoid these LF chips for 3.3V operation since they are a bit troublesome for ICSP and debugging. Still I believe Real ICE is a better solution. The problem is that it has not officially been out yet.
