Yes, if *current* is held contant.  Torque is current minus any viscous
friction.  I was talking about holding voltage constant.  At some speed the
back EMF generated by the motor acting like a generator cancels out the
applied voltage.  As somone else pointed out, this is not true for some AC
motors.
