Tue for tru holes components. A good pcb design will avoid anyway signal routes below the crystal, except ground. Have you consider ceramic (or plastic) crystal SMD ? They absorb better mechanical shocks and are quite cheap. I like to use 0805 or 0603 capacitors even for the HC49S crystal size on the solder layer. It fits perfect under the crystal belly.
