I don't think so.  The ethernet transmission rate is pretty closely defined.
There is a preamble to let a receiver sync up, but I'm not sure how much
clock accuracy is required after that to recover a packet.  There may also
be various synchronous state machines on the ENC28J60 that require some
accuracy.  Other ethernet PHYs require crystals too, so I don't think
Microchip is just being conservative.
