They have a density that is lower than water. Some teams simply create large voids in the canoe ends for this purpose, but most make the concrete composition less dense than water. If I understand correctly, one of the competition events includes completely submerging the canoe near a checkpoint and then bailing it out before continuing the race. So it's just like a regular canoe... Only not. My brother in law helped out a team one year when he was getting his civil engineering degree, and he made a concrete rose for his wife which floats in water.
