I think it is more than a "stick a sticker" since there might be an audit and the customer might want to request an EMC test report. So you still have to do all the tests according to the relavant standard. Small companies normally do not have the equipement and expertise to do that. So you will still have to go through a qualified test agency. And for companies which do self-certification, sometimes it actually has more stringent internal audit and internal testing requirement.
