Depends on the product. Basically, you need to find out which of the "directives" apply to your product. Some of the directives allow self-certification. If no directive applies, you don't need a CE sticker. If some do, and all allow self-certification, you may do just that. This is basically the "stick a sticker" route (of course after having ensured that the product is engineered and produced so that it fulfills the requirements imposed by the directives). If a directive applies that doesn't allow self-certification, you must ship your product to a lab that certifies it for you.
