I seriously doubt that you can pull the same >trick in Europe. For things like this, EMC testing is pointless due to the environment it is likely to be used in (i.e. wires everywhere). I've yet to see a 'formal' way of addressing this issue, but most makers of devboards etc. seem to either skirt around it or just do the sensible thing and ignore it completely.
