For things like this, EMC testing is pointless due to the environment it is likely to be used in
(i.e. wires everywhere).
I've yet to see a 'formal' way of addressing this issue, but most makers of devboards etc. seem to
either skirt around it or just do the sensible thing and ignore it completely.  
In practice you just stick a CE sticker on and nobody will care.
