Oh, years ago. Even when their plots don't succeed. And they
have to get it right significantly less often than the security forces
protecting us. If the number for sleeper cells around the place
is to be believed, things aren't going to change for a very long
time. Especially if you're fighting on religious and/or political
fronts. There are many people in those categories you will just
never appease, sadly
