The terrorists selected international flights to have time, that is the only thing one needs to make peroxides. If they were really smart, they could have made peroxides ahead of time and carried them as solution in acetone. After drying, the crystals are very sensitive to vibration, especially large crystals. But the OP is right about where does it stop. At what point terrorists have achieved their goal (terrorizing)? Is it when authorities overreact and try to make people "feel" safer by restricting personal freedoms? Or when people willingly restrict those freedoms fro a very slim chance of dying in a terrorist attack? Most people have much greater chance of dying in a traffic accident.
