  Of course not sure if you can use a rotary switch, but maybe if this is connected to a PIC, push once...twice....three times....off....etc ?

This is where the plot thickens somewhat :S unfortunately lighting of
any kind is not really possible, and RF is not practical either. This is
why we are having such a problem finding something, we have a lot of
tricky requirements which would not normally be a problem on their own,
but put together you end up with a complete biach. We were thinking
toggle switch but that are easy to catch on things if they are attached
to a person. Hence my nearing insanity. Thanks again.
